Policy Statement
MILLI Economic Society is committed to maintaining a safe and healthy workplace in which employees, contractors, subcontractors, visitors and other persons are not exposed to unacceptable HSE risks arising from alcohol, illegal drugs, misuse of medicines, or any other substance that may impair safe performance.
No person shall report for work, remain at work, operate vehicles or equipment, perform safety-critical activities, or otherwise conduct work under the influence of alcohol or drugs to a degree that may impair fitness for work. The objective is to prevent impairment-related incidents, protect workers and other persons, and maintain effective operational controls.
2.1 Prohibited Conduct
Possessing, using, distributing, selling or being under the influence of illegal drugs at MILLI workplaces, work locations, company facilities or while performing work for MILLI.
Reporting for duty or remaining on duty while impaired by alcohol or any substance that may adversely affect alertness, judgement, coordination, reaction time or the ability to perform work safely.
Consuming alcohol during working time or while on duty, including during breaks where the person is required to return to safety-sensitive work.
Misusing prescription or non-prescription medicines in a manner that may impair safe work performance.
Driving or operating vehicles, machinery, lifting equipment or other safety-critical equipment while impaired.
Attempting to conceal impairment, possession or use of prohibited substances when it creates or may create an HSE risk.
2.2 Fitness for Work
Every worker shall report fit for work and remain capable of performing assigned duties safely.
Workers who are taking prescribed or non-prescription medication that may affect alertness, coordination or other safety-critical functions shall seek appropriate professional advice and shall inform the responsible supervisor where a work restriction or adjustment may be necessary.
Supervisors shall not permit a person who appears unfit or impaired to undertake safety-critical work.
Where impairment is suspected, the immediate priority shall be to prevent exposure to risk, secure the work area as necessary and arrange appropriate management action.
2.3 Reporting and Response
Any worker who believes that another person may be impaired and may create an HSE risk shall report the concern promptly to the supervisor or HSE function.
The supervisor shall assess the immediate HSE risk and take appropriate steps to prevent the person from undertaking unsafe work.
Where necessary, the person shall be removed from safety-critical duties and appropriate medical, welfare, transport or other arrangements shall be made.
Incidents, near misses, unsafe conditions or nonconformities associated with suspected impairment shall be reported and investigated in accordance with the MILLI incident and corrective-action processes.
Any testing or medical assessment shall only be conducted where legally, contractually or organizationally authorized and shall be managed with appropriate confidentiality.
2.4 Responsibilities
Top Management: provide leadership, resources and authority to implement this policy.
HSE Manager: maintain the policy, provide HSE guidance, monitor implementation and escalate significant nonconformities.

Workers: report fit for work, comply with the policy, report concerns and do not place themselves or others at risk.
Contractors/Subcontractors: ensure their personnel comply with applicable MILLI and client requirements and provide evidence of their controls when required.
2.5 Monitoring and Review
Training/induction completion and awareness shall be monitored.
Relevant incidents, near misses, observations and nonconformities shall be trended.
The effectiveness of controls shall be evaluated under the MILLI monitoring and performance-evaluation process.
The policy shall be reviewed when legal/client requirements change, following significant events, or when management-system review identifies a need for change.
